RECOGNIZING FOREIGN AME LICENSES: Personnel contents.
We will recognise your foreign AME license, if it’s current and issued by an ICAO member state.
We will then issue a Kiribati aircraft maintenance engineer license (AMEL) if:
- we have confidence in, and understands, the issuing state’s AMEL system. That includes meeting ICAO Annex 1 requirements.
- the issuing state verifies the authenticity and validity of your license.
- you have an address for service in Kiribati
- you pass written and oral exams in air law, and in human factors. Other passes may be needed, depending on what you passed to get your foreign license.
We don’t recognise:
- the FAA’s A & P certificate
- other ICAO member state certificates based on the FAA’s A & P certificate
- the EASA/JAA Category A license
- random exam credits that are not part of a license.
Ratings are issued only for aircraft types on the New Zealand register.

Advisory circular AC66-1 details what you have to do to get an AMEL in Kiribati. This AC is an expansion of Part 66 and outlines the subjects needed to get a license. The Part 66 series of advisory circulars has the syllabus information for these subjects.
CAAK will assess foreign AMELs. For a fee, CAAK will assess your AMEL before you apply to us for a Kiribati one. You don’t have to go through this process, but CAAK will advise you which of your ratings are recognized and which exam passes are needed.
Steps to have your foreign license transferred
- Complete application form 24066/04 Recognition of foreign AME License [PDF 202 KB]. There’s a fee of three hours at the current standard hourly rate.
- Complete a fit and proper person questionnaire 24FPP [PDF 414 KB].
- Provide a certified copy of your license (and copies of related experience logs and authorizations that you have)
- In general, and as a minimum, you will need to pass a written exam in air law (subject 20); and oral exam in air law (subject 21) and one in human factors (subject 17).
- You may need to sit additional subjects – e.g., compass compensation – depending on your foreign license requirements.
- You’ll hear from CAAK if they need more information about your license, and they’ll give you information about exam dates and venues.
Note: The process does not have to be done in this order. You can sit examinations before you apply for a Kiribati AMEL, but you must sit the examinations in Kiribati.
TYPE RATINGS for AMEL HOLDERS
Once you hold a Kiribati AMEL, you need to meet our requirements for the issue of type ratings.
- Ratings are only issued for aircraft types on the Kiribati register.
- We will only recognise / endorse type ratings held on a foreign AMEL at the initial recognition for the issue of a Kiribati AMEL.
Requirements for type ratings
Record and submit an experience log in an acceptable Practical Training Record (PTR)
- Experience needs to be a broad cross-section of maintenance tasks at both Line and Base (Hangar). Maintenance Levels and should be across all relevant systems (appropriate ATA Chapters) for the category(s) applying for.
- The range and depth of experience should be readily evident from a review of your PTR.
- Refer to AC66-1 Appendix 5 for acceptable PTR requirements.

Complete an approved/acceptable course
Our expectation is that type rating courses should be:
- developed/packaged to an industry recognized standard, such as – ATA Specification 104 – Guidelines for Aircraft Maintenance Training – Level III (Line and Base Level Maintenance), or an equivalent standard.
- cover all the relevant systems (ATA chapters) for the privilege of the category of license;
- cover the series of aircraft or powerplants that the rating provides privilege for.
- cover a competency assessment element such as a technical oral.
The course must be:
- conducted by the holder of an aviation training organization certificate issued under Part 147 that authorizes the conduct of such a course; or
- conducted by the manufacturer of the applicable aircraft or component; or
- approved by the competent authority of a foreign ICAO contracting state.
Complete Technical Oral Assessment / Examination
The Technical Oral should establish the engineer’s technical competence covering the full rating privilege being applied for. This should be conducted by the applicant’s Part 145 maintenance organization (as part of their company authorization procedures), or alternatively by the acceptable training provider using our guidelines.
