Commercial Pilot License (Aeroplanes) Personnel contents

​​​​​​​Minimum age – 18 years.

Maximum period of validity – 6 months from the date of issue or, in the case of renewal, from the date of expiry of the license.

Privileges – Subject to the validity of endorsements and ratings included in the license, the holder of the license shall be entitled to –

  • exercise all the privileges of the holder of a private pilot license – aeroplane;
  • act as pilot-in-command in any aeroplane engaged in operations other than commercial air transportation.
  • act as pilot-in-command in commercial air transportation in any aeroplane certified for single-pilot operation or in such aeroplane of which the maximum total weight authorised does not exceed 5700 kg;
  • if the privileges of the licence are to be exercised at night –
    • the holder of the licence shall have received dual instruction in aeroplanes in night flying, including take-offs, landings and navigation; and
    • the licence includes an instrument rating; or
    • the licence holder has, within the immediate 90 preceding days carried out as pilot-in-command not less than 5 take-offs and 5 landings by night.

When an aircraft type rating is issued limiting the privileges to act as co-pilot or in-flight crew relief such limitation shall be endorsed on the rating.

 

IMPORTANT REMINDERS FOR FLIGHT INSTRUCTORS AND EXAMINERS

CAR Part 61 Subpart B refers to training conducted by an appropriately qualified flight instructor, and certification of type training in technical knowledge, and all normal, abnormal, and emergency manoeuvres appropriate to the aircraft.

The practice of an examiner signing off the type rating at the time of the flight test is not appropriate, given they’re conducting a sampling assessment, not completing training as required by the rule.

 

ADDRESS FOR SERVICE

Every holder of a Kiribati aviation document must nominate a physical address in Kiribati as their ‘address for service’.

 

APPLYING FOR A REPLACEMENT LICENSE OR CERTIFICATE

This is the process if your license gets damaged or lost:

Checklist:

  • Include a copy of police report, if applicable.
  • Sign a specimen signature at top right-hand corner of application form (this is needed only for a Certificate of Maintenance Approval)
  • Include the fee or provide credit card details.

ENGLISH LANGUAGE PROFICIENCY

Anyone applying for a Kiribati commercial pilot license or airline transport pilot license has to provide evidence they’re acceptably proficient in the English language.

They need to demonstrate they’re competent to at least the Level 4 standard required by the International Civil Aviation Organization (ICAO).

If you hold an overseas license issued by an ICAO member state with English language proficiency (ELP) already endorsed to at least that standard, you don’t need to do a New Zealand demonstration of proficiency.

If you’re a Kiribati pilot travelling overseas to fly, you’ll probably be required by the overseas ICAO state to have ELP endorsed on your license. If so, you’ll have to complete an ELP demonstration to at least Level 4 standard, then apply to us to have your license ELP-endorsed.

FIT AND PROPER TEST

If you want the right to be part of Kiribati’s aviation system, you have to prove you’re sufficiently sensible, careful, and law-abiding to be allowed that right.

The Director of Civil Aviation has to be satisfied that every holder of an aviation document, like a pilot license, who wants to ‘exercise the privileges’ of that document is a fit and proper person to do so. It’s a legal requirement.

If you’re an organization applying for an air operator certificate, your nominated senior persons have to undergo the fit and proper person process, if they have not already done so.

GETTING A CIVIL AVIATION RULE PART 67 MEDICAL CERTIFICATE

You have to be fit to fly. That means getting a medical certificate by passing a physical examination carried out by a medical examiner, who we have especially authorized to do that job.
